It can be, but doesn't have to be. Usually a character bible is just a
character bible. But some networks do like to see how you have given
thought to the merchandise translation. For feature films I am not so
experienced. But I personally do not think you should include the whole
SB. Just a synopsis SB would do in my opinion to capture the essence of
your show.
