No. NASA is pushing the boundaries, giving us technological advancement plus great exploratory achievements and scientific breakthroughs. The person responsible for managing this deserves a good rate of pay.
$360,000 a year is a lot of money, but compared to the bosses of many private companies that are considerably smaller than NASA it is chicken feed. High ranking bankers earned vastly more than that in bonuses alone, even when they ran their banks (and the world economy) into the ground.
