What could the "bill" stand for when a person has a 'good bill of health'?

Why did people start using the word bill to define a status of health?

Could that"bill" be the reference to the financial renumeration paid for disease diagnosis and disease remediation for medicinals and therapies;a clean bill was nominal,in that one's health was fine.

It could mean "the bill" for services rendered. I think in this case, it means an "announcement" of good health. Fran Larson

It is actually called a "clean bill of health" not a good bill of health.
