Pick a date and time that you would like to have this party. I would use a Saturday (no work the next day)
Survey your neighbors to see if they want to participate. You can walk door to door or call them. You want at least 70% participation by your block.
Tell your neighbors that they need a costume and that each neighbor should be making a scary dessert or food dish. I would also collect some money from your neighbors to pay for shared things such as a DJ, clowns, magicians, pony rides, maybe a candy apple making station, ETC.
Have all neighbors decorate the street in front of the house and have a contest to see who has the best house. Have all neighbors vote on a house (can't vote on your own). You can buy a prize with the pool money. Maybe get a trophy and you can pass it around each year to the winner.
There is so much you can do for activities. Frisbee, lawn darts, ring toss, whiffle ball, etc. Get some smoke machines and strobe light (kids love it)
Let the kids have a parade down the block. To wrap up the party. Be creative this is a fun event for everyone.
Make sure to check with your local township to make sure you don't need a block party permit.
Make sure you block off your street with traffic cones and other similar items
Call your town to see if they can send a street sweeper the day before
move all cars off the block
Make sure it is safe for kids and they are monitored.
