The most complimentary shade of makeup for your eyebrows is the warmest or lightest tone that is present in the hair on your head. Try to determine that shade and match your brow powder (or the eyeshadow you plan to use for your brows) to it.

If your brows are patchy you prefer a very defined, dramatic look, start by filling in the area with an eyebrow pencil. Don’t use a regular eye pencil for this job – brow pencil is a specific product that is waxier than eyeliner. A good brow pencil will to adhere to your hair, not smudge all over your face, and help the next layer of makeup stay put.
Choose a brow pencil that is lighter than your hair color. Taupe and blonde shades are a good choice for almost anyone. Fill from under your brow and feather softly up and outward over your entire brow.
Apply your brow powder in your desired color directly on top of your brows with a brow brush. The powder will adhere to the wax from the pencil, if you used it, and if not it should still show up well enough to give your face a more polished, finished look.
