Yes, you could always go the route of the ubiquitous gift card, but here are some more creative strategies to giving a gift to that person (or people) on your list that seems to have everything.
1) Include them in a theme. Let you family know that this year you are giving gifts that represent you or your familys favorite things that year. For example, if your family went on a vacation to the North East, you might give out bottles of maple syrup, or if you went to the beach, you could give out boxes of salt water taffy you get the idea. If you have extra budget money set aside for them, then make a whole basket of your familys favorite things and label them with the names of the person that favored that item. That way the gift carries some meaning and ties them to your family.
2) Give the gift of photos. If these folks are on your gift giving list, then they probably care about you and wouldnt mind the gift of photos. Make book marks, tote bags, quilt squares, mugs, Christmas ornaments, or calendars from your family photos. You can also ask for old family photos from them and make them a simple scrapbook or ornaments from copies of their own cherished photos.
3) Signed Books. Almost everyone has a book topic that they are interested in. Find a book at a book store or on line and contact the author. Ask to purchase a signed copy. Also, check with your local book stores for signing schedules and show up next time they have a signing. You can also search e-bay and Amazon.com for signed copies of books. These are relatively easy to find and always make a special gift for someone who is difficult to buy for.
4) FREE !! Give the Gift of your time: If you live near them, you can always give them a coupon book redeemable for your time: help in the garden or with lawn care, delivery of a favorite baked good, pet sitting, babysitting, computer help, home maintenance, etc.. This gift idea is especially great for the elderly members on your list. They will value this more than another item that requires dusting. J
