In an online course, one person can go in and make the change so that all students see it at once. This gives the online students an advantage over others, not only in having current information but in knowing the latest laws to obey once they are back out on the road. That, in turn, makes it less likely they'll be pulled over and need to take, you guessed it, traffic school.
