Leadership Leadership is about direction in developing a vision for the future, strategy achieves the vision. Thinking strategically about your organization is a defining skill of top leaders. Agency leaders use critical thinking which leads to strategic intent will always project a vision of the future to come and where and where the organization is heading. These reasons can insure any organization to reach a higher peak in competence, and achieve their goals.
By drawing from my own life experiences, has brought me to the realization, that the agency I worked for, been part of the organization which is law enforcement, is performing at peak strategic thinking, which is “Level three- (3)." The reason, it is a stable organization with little change. A sound budget with good recourses and striving to be the best in the field, the agency moves forward in meeting its new challenges in a positive way to erase resistance from competitors.
Police agencies strive to improve their position with respect too their rivals (competitors) by using various tactics to secure place in the community.
The ability for an organization to prosper depends on how wells they can deal with a numbers’’ of causes at their disposal.
Agencies throughout the country, by introducing collective strategies have being able to deal with rapid changes taking place resulting in a more positive attitude in part of its personnel.
When discussing new issues and a plan is in motion these logical qualities come into play. “VISSION, MISSION , GOALS, STRATEGIES, TACTICS, and ACTION PLANS" By having top police administrators being able to detect and distinguish between The “USE STRATEGY APPROACHES – vs. – USE OPPORTUNITY APPROACH" has made the Law Enforcement industry more stable and able to deal with emerging trend.
Responsibilities of a Police Chief Let us focus on main areas of responsibilities that police administrators must deal with.
These are as follows:
“Responsibilities of the Police Chief"
· Poses the ability to supervise the Police Department by providing direction, guidance, and training to the Police Deputy Chief, Assistant Chief's, Lieutenants, Sergeants, Officers, and support staff.
· Cooperate with other law enforcement agencies in all phases of police work.
· Remain current on court decisions exciting law enforcement.
· Become knowledgeable on all Department and City policies and rules:
· Including State Statutes and local ordinances, and periodically update department manuals · Prepare the annual department budget, ensuring the City Manager is aware of the needs of the department.
· Recommend and take legal disciplinary action according to Civil Service Rules, and administrative policies of the Department.
· Perform evaluations on Police Lieutenants, and review all other evaluations filed for employees in the Department.
· Help in investigation of crimes and other matters conducting search, and seizure, and present evidence to ensure that personnel have the necessary means to succeed in the investigations.
· Provide information to the public about the filing complaints.
· Take the correct action to ensure personnel are following the Memorandum of Understanding as it the complaint and ensure both public and officer rights.
· Drive a Police car either day or night, while communicating over police radio channels.
· Ensure Emergency Management readiness, as it applies to Law Enforcement work.
· Respond to issue raised by the City Manager and City Council on all police matters involving the City as requested.
· Plan and supervise training programs for all Department personnel.
· Take part in the multi-agency training programs set up.
· Conduct or supervise Internal Affairs Investigations into any breach of duty of inefficiency by any Department personnel.
· Help in selecting Patrol Officers and promotional positions in the Department, following all Civil Service rules and State law.
· Attend Civil Service Commission meetings as needed.
· Conduct or assigns staff to do tours of the Police station · Take part in interdepartmental planning, research and training.
· Provide community education, crime prevention and public relations programs on Law Enforcement in upholding a safe community.
· Work with all local news media and upholds positive image, in proving reasonable rules for news releases.
· Serve as Acting City Manager if requested.
· Research, draft and manage grant applications.
· Perform other related duties as assigned.
Knowledge, Skills and Abilities:
· Capacity to plan, lay out and supervise the work of many subordinates performing various police roles.
· Ability to set up and preserve a working with other City officials, County, State and Federal authorities and the public.
· Capacity to react calmly in emergency cases.
· Ability to keep records and prepare reports.
· Capacity to communicate effectively both verbally and in writing.
· Ability to teach an understanding of good financial management practice in handling of a departmental budget.
· Knowledge of the types and uses of firearms, communications, and automotive equipment used in modern police work.
A top police administrator when armed with these qualities and skills can be successful in managing a large progressive police organization. End.

I am a retired City Manager. I won’t named the City; however, I will name the state; New York. I can tell you now, If had any idea where this writer live while I was still active in politics, he would have been my most selected person and first choice for the job running my City Police Department. I would have gone all the way to make sure he would have accepted the job. Even thou it’s a none-thankful job I would have given him the necessary resources to get the job done. I hope there is still some managers some where with a head on his shoulders and realize the quality of experience this person posses. If I ever decide to return to the political scene, I surely will seek him out wherever he is. I just hope he would accept the position when it’s offered to him. I admirer good law enforcement and he shows all the qualities of a successful Chief. I’m glad that his e-mail is posted. It makes it much easier to contact him. A retired pubic servant.
